My name is Doug Gargan. I was born in Brooklyn, NY and raised on Long Island. I am married with three adult children, who have provided my wife and me with nine wonderful grandchildren. Ohio Dominican College is where I received a B.A. in business administration. One year in the work force led me back to college at Franklin University for an accounting degree.

For 35 years, I have worked as an accountant for small-to Fortune 500-sized companies. For over 20 years I have prepared Income Tax Returns for individuals, small businesses and corporations. I am a member of the IMA (Institute for Management Accountants) where 65,000 accountants join forces to stay current in the business world. I have recently joined the Accountants Society of Virginia to help me stay on the cutting edge of changes in the accounting and tax world.

In addition, I am a RTRP (Registered Tax Return Preparer) with the IRS. My mission statement is simply "to help people" by relieving their tax burden so they can do what they do best.

It covers Employer sponsored coverage including Cobra coverage and retiree coverage.
The employer plan needs to be affordable to the employee and provide minimum value.
A plan does fail minimum standards "if the plans share of total allowed costs of benefits provided under the plan is less than 60% of such costs."
Furthermore, the "Minimum Essential Coverage" rule requires what's called "Minimum Essential Benefits".
